DORNA – Statement on the adoption of the European Parliament resolution on Iran

DORNA welcomes the adoption by the European Parliament of the resolution on the brutal repression of protesters in Iran. This vote marks a decisive political shift: the Islamic Republic is no longer treated as a normal state facing unrest, but as a regime exercising systematic, premeditated state violence against its own population.

The resolution clearly recognizes the scale of the massacre, the collapse of legitimacy of the regime, and the responsibility of the Islamic Republic’s security apparatus—first and foremost the IRGC—in crimes under international law .

Key measures endorsed by the European Parliament

  1. Designation of the IRGC as a terrorist organization

    The Parliament calls for the full designation of the IRGC, including the Basij and the Quds Force, as terrorist entities, and for this designation to be reflected across all EU restrictive measures, with asset freezes, travel bans, and strict enforcement at national level.

  2. Expanded and enforced sanctions

    The resolution urges the expansion and rigorous enforcement of EU sanctions against Iranian officials and entities responsible for repression, including those linked to the Office of the Supreme Leader, and calls for coordinated action with like-minded partners.

  3. Diplomatic isolation of the regime

    It supports the exclusion of Iranian regime representatives from European institutional spaces and calls on Member States to adopt similar restrictions, including revoking diplomatic status where necessary.

  4. Accountability and international justice

    The Parliament calls for the preservation of evidence, support for the UN Fact-Finding Mission, and preparation for future prosecutions of perpetrators of mass killings, torture, enforced disappearances, and executions.

  5. Support for Iranian civil society and secure connectivity

    The resolution demands an immediate end to internet shutdowns and calls on the EU to scale up technical and financial support for secure digital access, censorship-circumvention tools, and protection for journalists, human rights defenders, and protesters.

  6. Recognition of the Iranian people as the sole source of sovereignty

    The Parliament explicitly recognizes the Iranian people as the only legitimate source of authority in Iran and calls for a free, democratic, and pluralistic transition determined by Iranians themselves.

DORNA’s position

This resolution sets a clear political and moral baseline. What is now required is implementation without delay. Words, votes, and resolutions must translate into concrete action: designation, sanctions, diplomatic consequences, and operational support to the Iranian people.

DORNA will continue to work with European institutions and partners to ensure that this resolution is not treated as symbolic—but as a framework for action aligned with the reality on the ground in Iran.
