DORNA, focusing on the social, administrative, and institutional realities within the country, and with the complementary support of international institutions, seeks to establish a framework that enables a controlled transition from the status quo and a movement towards a new governance order—in the form of changing the ruling regime—without an institutional void and with minimal social and national costs

DORNA is committed to a fundamental transformation of the current dictatorial system and the constitutional framework that underpins it, and considers any superficial or intra-system reforms to be insufficient. This change must be endogenous in nature, shaped from within society and guided by the will of the people.
