What is the wage for killing unarmed civilians in Iran’s streets with military weapons? 

An examination of banking documents and financial data obtained—through DORNA collaborators inside the country—from a large statistical sample of repression forces involved in the January killings reveals the regime’s reward mechanism for those who killed civilians.

Analysis of Extraordinary Deposits During the Month of Suppression

Samples received by DORNA show that January salaries—with deposits dated 29 Dey 1404—for security forces who played a prominent role in the killing of civilians experienced an unprecedented surge. According to one available bank document:

  • The salary received by this individual (Ali Nouri, a member of the IRGC Intelligence Organization and a direct shooter using military weapons on 18–19 Dey, Alborz Province, Karaj County) was 51 million tomans in Azar.

  • In Dey—after the mass killing of civilians—this amount increased by nearly 100%, reaching 91 million tomans.

Our review of salaries across these two months of repression shows pay increases ranging from 60% to 120%. These increases are in addition to unofficial bonuses, goods, and purchase vouchers distributed manually and outside the banking system among repression forces.

Meanwhile, ordinary citizens face severe hardship in meeting basic needs. Some of those killed on the path to freedom in this same month did not even have proper shoes to wear, while employees of repression institutions received extra pay and bonuses for the killing of more than 50,000 of these very people.

The analysis conducted by the DORNA demonstrates that the regime, in carrying out mass killing, diverted public funds away from citizens’ livelihoods to bribe security forces. These payments constitute, in effect, “fees for crime”—paid to all direct and indirect participants in the killings to keep the machinery of repression running.

We will present these documents to international organizations as evidence of organized crimes against humanity.
